Meeting was called to order at 6:02 p.m. by Chairman, Charly Ray.
Roll Call: Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: David Hyde, Tim Oksiuta, Mike Yonan, Butch Warren, Cary Bouchard, Deb O’Leary, Bob & Nicola Cuty, Steve Kreuser, Erica Lang, Tom Murphy, Wendy Murphy and Paul Norris.
Minutes of July 14th, 2015. Motion to approve minutes was made by Don Jenicek seconded by Larry Nelson. Motion carried.
Minutes of Special Meeting July 21st, 2015. Motion to approve minutes was made by Larry Nelson seconded by Don Jenicek. Motion carried.
Treasurer Report was given by Kelly Warren. Checking $13,649.31, Equipment Fund $8,227.21, Room Tax $8,935.69 and Tax Saving Account $9,512.73.
Citizens’ Concerns and Comments –
Steve Kreuser requested an update on FR 102 and FR103. Work will start next week.
Road Business (Moved below Old Business)
Old Business –
Automatic gate for Houghton Falls Nature Preserve was discussed. Will cost approximately $4,000.00. Motion was made by Larry Nelson seconded by Don Jenicek to approve the automatic gate and pay for gate out of Room Tax. Motion carried.
Charly Ray reported on town liability in preserve per John Carlson’s letter. The Wisconsin State Statutes covers a wide range of events, and as long as there no charge or malicious intent, we are covered. Wanda Hyde had checked with Rural Insurance and we are covered under our business liability coverage.
Larry Nelson reported on his discussion with sheriff’s department regarding ordinances for HFNP. They do not have people to cover every town’s ordinances. Sheriff’s department will inforce traffic ordinances, drinking laws because they are within the realms of their work. Sheriff’s department thought that the park signs need to be larger. Larry’s contact with WTA regarding ordinances for HFNP, helpful, but enforcement is still a problem.
BRC has volunteered to be an administrator to the Houghton Falls Nature Preserve page on Facebook.
Charly reported that we are working on a grant for work within the Houghton Falls Nature Preserve along with Bayfield Regional Conservancy’s assistance. This grant is due by November 2nd, 2015. There is a meeting at Northern Great Lakes Visitor Center on Wednesday, September 2, 2015 at 1:30 p.m. regarding this grant procedure.
Don Jenicek reported that the vandalism incident on July 29th, within the HFNP was reported to police department and now has a case file.
Road Business –
Mike Yonan, Road Supervisor, reported that the grass is cut. Westgate Road is 99% finished. Seeding and mulching will be done by town as it was not part of contract. Work on FR102 and FR103 will start tomorrow. Northwoods Paving is being contacted regarding both Big Rock and Friendly Valley Road as projects are not done the way the town wanted project to be done.
5 Year Road Plan was discussed. Need to apply for a TRIP project for 2016-2017 cycle.
Mowing policy letter from Marge Peterson was reviewed. Mowing that was done was within the town right-a-way.
New Business –
Propane tank purchase. Motion was made by Don Jenicek seconded by Larry Nelson to purchase reconditioned tank with new valves from Darren Zifko. Motion carried.
Tim Oksiuta Certified Survey Map Greg Griese property. Motion was made by Don Jenicek seconded by Larry Nelson to approve plat changes and sign. Motion carried.
Request one year waiver from new property tax bill requirement added to Sec. 4.09 by 2015 Wisconsin Act 55 was reviewed. This bill would require property tax bills to indicate the total amount of tax levied on all property of the taxing jurisdiction and on the property for which the bill is prepared that is the result of a referendum to exceed, on a nonpermanent basis, revenue and/or levy limits. Motion was made by Don Jenicek seconded by Larry Nelson to support the one year waiver and have Wanda make up a letter of support for Charly to sign. Motion carried.
Emergency Services Contract renewal with City of Washburn was reviewed. Motion was made by Don Jenicek seconded by Larry Nelson to approve and sign Emergency Service Contract with the City of Washburn. Motion carried.
Dead trees at Bayview Park will be cut down and removed.
Charly Ray stated the assessor should be ready approximately the first of October.
Mark Abeles-Allison, Bayfield County Administrator is looking for support for upcoming broadband grant.
Payment of bills in the amount of $32,334.14. Motion was made by Don Jenicek seconded by Larry Nelson to approve bills as presented. Motion carried.
Correspondence –
Wanda and Kelly will attend the Fall Workshop at Lakewood’s on September 15th.
Wanda reported that we did have one insurance claim for a bee sting by one of the compactor workers.
Wanda reported that she turned in a claim on damage to Alamo and received reimbursement in the amount of $3,637.95.
Wanda received tax statement for Town of Bayview as Guski has not paid their portion to date.
Next meeting is September 8th, 2015 at 6:00 p.m.
