Monthly Board Meeting August 11th, 2014

Meeting was called to order by Chairman at 6:00 p.m.

Roll Call:  Supervisor Larry Nelson, present; Treasurer Carol DeMars, present; Clerk Wanda Hyde, present; Chairman Charly Ray, present; and Supervisor Greg Rozier, absent.  Others present:  David Hyde, Mike Garnish, Lorrain Garnish, Mike Bailey, Jo Bailey, Mike Yonan, Paul Norris and Joe Johanik.

Minutes of July 8th, 2014.  Motion was made by Larry Nelson seconded by Charly Ray to approve minutes with corrections.  Motion carried.

Treasurer Report by Carol DeMars.  Checking $18,617.78; Equipment fund $5,231.12; and Room Tax Fund $6,619.89.

Carol mentioned that the town had received the second half of taxes in the amount of $67,463.41 but does not yet reflect in checking account balance.

It was noted that we could request reimbursement for the culverts in the amount of $5,310.00 for Smith Fire Lane from the County.

The board decided we should pay back ½ line of credit in the amount of $15,000.00 at this time and keep eye on cash flow until further in the year for paying back 2nd half.

Payment of the bills in the amount of $55,051.63.  Motion was made by Larry Nelson seconded by Charly Ray to approve and pay as presented.  Motion carried.

Citizens’ Concerns and Comments – None at this time.

Road Business

Mike Yonan reported that they have been grading, still have one culvert on Whiting Road to replace, started last week on Smiths Fire Lane.  Cutting grass and grading roads.

Mike reported that he felt the 10 loads of gravel placed on Maki Road as a test did not have any binder and recommended we put a better grade of gravel on Maki Road.  Larry Nelson suggested we table this issue until September.

Mike reported that as soon as Smith Fire Lane is completed he would be putting a permanent weight limit on Whiting Road.

The town crew plans on replacing the culvert on Bodin’s Road next week.  This project falls under the Bridge Aid program although we will not get reimbursed until January 2015.

Big Rock update was given by Wanda in Greg’s absence.  The forms have all been filled out and filed for reimbursement of this project.

Friendly Valley and Big Rock hot mix can be done anytime, per Mike Yonan.  It was decided to table this until we know more about our finances.

Old Business

Houghton Falls Nature Preserve trail work.  Bridge has been completed by town crew.  Mark Smith is going to head up a crew to complete trail work and add a viewing deck by the falls.  It was noted that the EMT’s have marked a trail for them to use in emergencies with the same color trail markers as the town has used.  The EMT’s markers will be removed and access to their route blocked as they have decided the main trail is the best option for them to use in emergencies.  The EMT’s have scheduled a training session at HFNP this fall.

Charly volunteered to contact the DNR about increasing the size of HFNP parking lot.

A Town of Bayview park brochure was designed by James Radtke.  Motion was made by Larry Nelson seconded by Charly Ray to approve printing of 500 brochures at $163.00.  Motion carried.

Replacement of pickup truck.  Nothing at this point.

New Business

Budget reviewed for the 1st 6 months of the year.

Operator License was reviewedMotion was made by Larry Nelson seconded by Charly Ray to approve the operator license in question and send letter letting them know that upon renewal their record will be checked again.  Motion carried.

Training at Lakewoods on September 11th, 2014.  Wanda Hyde and Mike Yonan will be taking class.  Wanda will email Greg to see if he can attend training.

WTA has training videos for Town Board and one for Clerk’s & Treasurers.  It was suggested we order one video of each.

Propane bids should be collected for next month’s meeting.

Next meeting is September 9th at 6:00 p.m.
