Meeting was called to order at 6:30 p.m. by Chair Don Jenicek.
Roll call: Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Chair Don Jenicek, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others in attendance were John Malinoski, John Carlson, David Hyde, Randy Lund, Greg Magnusson, Shari Eggleson, Wendy and Tom Murphy, Susan Radtke, Mel Olson, Paul Norris, Cary Bouchard, Bob and Nicola Cuty and Mike Yonan and Butch Warren.
Minutes of July 13th, 2021. Motion was made by Bill Bodin seconded by Mike Garnich to approve with corrections. Motion carried.
Minutes of July 28th, 2021. Motion was made by Mike Garnich seconded by Bill Bodin to approve with a correction. Motion carried.
Treasurer Report by Kelly Warren – Checking $39,621.49; Equipment $5,399.50; Room tax $2,483.22; Contingency Fund $20,001.85 and Tax levy $129,602.43.
Citizen’s concerns and comments – Paul Norris stated that Whiting Road needs work. Kelly Warren mentioned Mary McGrath would be having a meeting regarding the room tax issues. Wanda Hyde stated that Washington Ave and Burlager needed graded.
HFNP Fencing update. Fencing has been started today.
Discussion and action regarding petition to vacate portion of unopened roadway located in the A. A. Bigelow subdivision. Resolution #21-04 to vacate the part of the unopened Right-of-Way located in the NW ¼ NE ¼ and the SW ¼ NE ¼, Section 29 T49N, R4W, Town of Bayview, Bayfield County lying between Washington Ave and Lot 18 of the A.A. Bigelow and Co. subdivision. Motion was made by Mike Garnich seconded by Bill Bodin to adopt Resolution #21-04. Motion carried.
Disallow claim, discussion, and possible action. Claim has been made by the Wall Family Cabin Trust, Conor and Beret Casey, Suerth Family Trust, Mark and Shari Eggleson, and Bert and Jane Kasiske per Wisconsin State Statutes 893.80. Motion was made by Bill Bodin seconded by Mike Garnich disallow claim against Town of Bayview. Motion carried.
Discussion and possible action regarding Radio Tower replacement. After contacting Duluth Superior Communications to see how much it would cost to add our radio equipment to the Washington Ave Tower, Mike Yonan recommended we work with existing tower to fix and repair. Motion was made by Mike Garnich seconded by Don Jenicek to improve our tower on sight at town garage and upgrade, not to exceed $5,000 from ARPA funds, instead of using tower on Washington Ave. Motion carried.
Roads Report by Mike Yonan, Road Supervisor. Grading of Whiting and Burlager road will take place tomorrow.
Discussion and possible action regarding ATV damage to roads. Motion was made by Mike Garnich seconded by Bill Bodin that a certified letter be sent to Lori Stueber stating we are fixing the damage this time but if intentional destruction of public property happens again participants will be charged for repairs and ticketed. Motion carried.
Town Hall Rent was put on the agenda by Don Jenicek stating that renting of tables and chairs cost $50 while renting the hall is only $25. Motion was made by Don Jenicek seconded by Mike Garnich to change Resident Town Hall rental to $50 and Non-Resident to $75 and allow the clerk to change other verbiage. Motion carried.
Wanda Hyde stated that we should do something regarding the black mold in the basement. She was authorized to call Kevin Casper of PuroClean regarding repairs and check with insurance regarding issue.
Discussion and possible action regarding overnight camping/parking at Bayview Beach. Bill Bodin will draft a letter to be put on campers that stay overnight at Bayview Beach.
Discussion and possible action regarding replacement of New Holland Tractor. Discussion took place whether used/new would be the best option. Motion was made by Don Jenicek seconded by Mike Garnich to purchase a new New Holland T6 -155 at $86,486 and use $20,000 ARPA and borrowing $66,486. Motion carried.
Discussion and possible action raising fees for advertising Liquor Licenses. Motion was made by Mike Garnich seconded by Bill Bodin to raise the advertising rate to $75 per year. Motion carried.
Payment of bills in the amount of $51,751.31. Motion was made by Bill Bodin seconded by Don Jenicek to approve and sign bills as presented. Motion carried.
Correspondence
Don Jenicek reminded Mike Yonan that TRIP projects are due in October.
Letter from Bayfield County requesting a person to serve on the Emergency Medical Services Advisory Committee. Tabled until September.
Next meeting set for September 14th a6 6:00 p.m.
