Monthly Board Meeting April 8, 2014

Meeting was called to order by Chairman Charly Ray at 6:00 p.m.

Roll call:  Larry Nelson Supervisor, present; Greg Rozier Supervisor, present; Charly Ray Chairman, present; Wanda Hyde Clerk, present and Carol DeMars, absent.  Others present:  David Hyde, Sue Radtke, Paul Norris, Joe Johanik, Jeff Dibbel, Mike Yonan, Kelly Warren, Butch Warren, Deb Gierczic, John Warren, Chris Engfer and Noel Hong.

Motion to approve minutes of March 11th, 2014 was made by Larry Nelson seconded by Greg Rozier.  Motion carried.

Motion to approve minutes of March 26th, 2014 Special Town Meeting was made by Greg Rozier seconded by Larry Nelson.  Motion carried.

Treasurer reports was given by Wanda Hyde:  Checking $47031.10; Tax account $4363.44; Equipment $5230.59 and Room tax $6327.87.

Discussion of Plow purchase was moved forward.

Motion to approve payment of bills in the amount of $84,761.67 was made by Larry Nelson seconded by Greg Rozier.  Motion carried.  Clerk clarified that Greg Rozier did not initial payment of Monroe Trucking for purchase of plow but did second motion to pay bills which included Monroe Trucking and voted to approve payment of bills as presented.

Citizens’ concerns and comments:

ATV, UTV trail discussed.  Motion was made by Greg Rozier seconded by Larry Nelson to support the connecting of FR696 and FR697 trail use of ATV and UTV’s by using CTH C (1/4 mile) and fill out appropriate paperwork to county.  Motion carried.

Joe Johanik bill for snow plowing driveway entrances was tabled.

Park Committee:

Sue Jenicek and Linda Jorgenson members of the Parks Committee whose terms are up have stated they would continue.  Motion was made by Greg Rozier seconded by Larry Nelson to name Sue Jenicek and Linda Jorgenson to Parks Committee leaving one position open at this time.  Motion carried.

Review of Houghton Falls Trail recommended corrections as follows:

  1. The Falls Area – right after the railroad bed section the trail is very close to the gorge.

Erosion over time and compacting soil around the tress could cause root damage to the large trees.  He recommends moving the trail away from the slop.  This is the area that is the best for viewing the “falls” culverts, but recommends moving the trail away and having a path going to a lookout spot.

  1. Echo Dells Area – before the stairway, people are going down into the dells area where the trail is near the edge. Recommendation is to move the trail away from the edge and piling deadfall over the old section of the trail to discourage additional damage.

There will be a walk through the trail at Houghton Falls Nature Preserve on May 13, 2014 at 5:00 p.m.  Any action on trails was tabled until May 13th.

Road Business:

Charly reported that the crew have been steaming culverts and he had even helped with a couple as Mike was laid up and Jim couldn’t get where he could steam the culverts.

Big Rock Road update was given by Greg Rozier. Mostly watching at this point.

Road Committee Report

Maki Road as a priority, need to start as soon as possible.

Westgate Road, prepare for 2015 TRIP project by getting residents to cut trees for firewood.

5 year Road Plan was presented by Charly Ray and reviewed.

Dryer Road plugged culvert was brought before the board.  Charly will check into.

Old Business:

WTA letter of opposition of SB 632 and AB 816 relating to regulation of nonmetallic mining was reviewed.  Motion by Greg Rozier seconded by Larry Nelson to support the WTA stand on these bills.  Motion carried.

Guski Land Acquisition has finally been completed.  Need to sketch a plan for land use.

New Business:

Discussion of upcoming Annual Meeting took place.  Snow plowing policy will be added to agenda items for this meeting.

Cleaning of the Town Hall by Kandy Yonan was brought to the board. Kandy came in and cleaned before election as the crew were all busy with culverts.  Requested permission to hire Kandy as needed possibly once a month, the board stated they had no objection to having Kandy clean as needed by Clerk.

Board of Review date was set for May 20th, 2014 4-6 p.m. for Open Book and 6-8 p.m. for Board of Review.

Next meeting was set for May 13th, 2014 at 6:00 p.m.
