Monthly Board Meeting April 20th, 2021

Meeting was called to order by Chair Don Jenicek at 6:04 p.m.

Roll call: Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Chair Don Jenicek, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present were: Mike Yonan, Mark Eggleson, Wendy Murphy, Cary Bouchard, Sue Jenicek, Steven Vizanko, Butch Warren, Ken Cadotte, Alice Cadotte and Bob and Nicola Cuty.

Minutes of March 9th, 2021.  Motion was made by Bill Bodin seconded by Mike Garnich to approve minutes as presented.  Motion carried.

Treasurer report was given by Kelly Warren.  Checking $92,216.61; Equipment $6,399.30; Room Tax $676.08; Contingency Fund $20,001.18 and tax levy savings $253,596.14.

Room Tax was discussed at this time. Bill Bodin reported that Wisconsin Towns Association was working on getting the marketplace representatives to record to us who and how much we were being paid.  Wanda Hyde mentioned she had an Annual Room Tax report to file with the State by May 1st.

Citizens concerns and comments

Sue Jenicek said she used to be on the Parks Committee.  The Parks Committee has a job description, and they would present the town board with needs for both parks.  Suggests HFNP Ad Hoc committee combine with the existing Park Committee.  Sue would also like the culvert replaced to her driveway, which should have been done when they worked on Whiting Road.

Roads Report by Mike Yonan

Will be ditching on Whiting Road from Vicks driveway to the top by Katherine Franta’s driveway.

Will be doing some brushing in the barrens.

Maki road will probably be finished in early June.

Alice and Ken Cadotte brought it to the Boards attention that their internet speed was so slow.

Trek & Trail of Bayfield requested using Bayview Beach for launching kayaks or stop over on trips.

Motion was made by Mike Garnich seconded by Bill Bodin to approve if it is in accordance with our Ordinance 19-04 and National Park Service.  Motion carried.

Discussion regarding the request by the Steve Vizanko family in memory of their mother to put a bench at Houghton Falls Nature Preserve took place.  Suggested that they contact the Parks Committee for recommendations to be made to the board.

Discussion regarding HFNP property fencing issues.  Don Jenicek stated that trespassers were infringing on neighbor’s property, fencing needs to be addressed.  Trespassing by neighbors and others is not according to the Management Plan.  Don read excerpts from the Management Plan regarding the trespassing issues as well as only one entrance to the preserve.  We have an Ordinance on file that allows the Town Board or its design to issue tickets for violations.

Cary Bouchard stated that there had been great strides taken in HFNP management in the past year.

Bill Bodin had spoken to Bert Kasiske, and the owners feel they have easement rights into the preserve, and stated that the Board was trying to abide by the Management Plan.  Don Jenicek stated that the Town Board is trying to enforce the Management Plan.  Mike Yonan has had the South end of the preserve surveyed.  It was suggested that Don Jenicek work with Mike Yonan on fencing costs and a proposal for how far to fence on the North and South ends of preserve.  Motion was made by Bill Bodin seconded by Mike Garnich to table and report back next month with costs etc.  Motion carried.

Moton was made by Don Jenicek seconded by Bill Bodin to Temporary adjourn for the Annual Meeting.  Motion carried.

 

Reconvene in regular Town of Bayview monthly meeting at 7:18 p.m.

Houghton Falls Volunteer Group was discussed. Bill Bodin reported that he had talked with Bert Kasiske, Erica Lange, and Susan Denuccio regarding areas of traffic, need for more material around tree

roots.   Don Jenicek stated that HFNP Ad Hoc Committee was never approved by the Town of Bayview Board, and that it is great that they see things that need to be done as volunteers.  Cary Bouchard noted that Bert Kasiske did an amazing job even though they were miss led on direction and involvement.

This item will be put on next month’s agenda.

Ambassador Position was reviewed.  Motion was made by Bill Bodin seconded by Mike Garnich to advertise the Ambassador Position at $12.50 per hour for a 20-hour work week and a $500.00 bonus at the end of the season, with interviews to take place on May 11th. Motion carried.

BV History Committee – nothing new to report.

Payment of the bills in the amount of $25,167.75.  Motion was made by Bill Bodin seconded by Mike Garnich to approve as presented.  Motion carried.

Correspondence – No action necessary.

Board of Review set for Thursday, May 13th, 2021 5:00 p.m. to 7:00 p.m.

Clerk was asked to set Mike Garnich up to take Board of Review training through the Wisconsin Towns Association.

Road tour is set for Monday, May 10th, 2021 starting at 7:30 a.m.

Next meeting is set for Tuesday, May 11th, 2021 at 6:00 p.m.  Noted that June through October meetings would start at 6:30 p.m.
