Monthly Board Meeting April 19, 2022

April 19, 2022
Meeting was called to order by the Chair at 5:30 p.m.
Roll call: Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Chair Don Jenicek, present;
Clerk Wanda Hyde, present; Treasurer Kelly Warren arrived at 5:50 p.m. Others present were Ella Cross, Lorraine Norrgard, Carly Stephenson, Nicola & Bob Cuty, Mel, Brad and Zek Olson, Mike Yonan, Susan Raasch, Linda Jorgenson, Paul Johnson, Kim Suske, Paul Norris and Mike Kaseno.
Approval of the minutes of March 8th, 2022. Motion was made by Bill Bodin seconded by Mike Garnich to approve as presented. Motion carried.
Approval of the Special Town Meeting March 15th, 2022. Motion was made by Bill Bodin seconded by Mike Garnich to approve with edits. Motion carried.
Class A Special Use permit by Kimberly Suske was removed at this time.
Class A Special Use permit by Jim Lean to use his home at 77240 S. Houghton Point Road as a short-term rental. Motion was made by Mike Garnich seconded by Don Jenicek to approve with the condition Jim Lean pay the town directly for room tax and not through a third party. Motion carried.
Treasurer Report by Kelly Warren – Checking account $147,484.41; Equipment $3,189.58; Room Tax $4,690.26; Contingency Fun $30,003.35 and tax levy $137,970.19.
Ambassador position – Application from Ezekiel (Zeke) Olson was reviewed. Job starts Memorial weekend and runs thru Labor Day weekend. Motion was made by Bill Bodin seconded by Mike Garnich to extend the Ambassador position to Zeke. Motion carried. Zeke should check in with Mike Yonan for particulars.
Citizen’s concerns and comments– The question was asked when would the paving be done that was scheduled for last year. Northwoods Paving could not do the work and the Board is looking to have them do Big Rock Road on the Finn Settlement side and possibly Bodin Road.
Bayview History Committee indigenous history review. Linda Jorgenson explained the sign that the History Committee would like to put at Bayview Beach and HFNP. Bill Bodin stated he would like to see all signs before they were posted. Motion was made by Bill Bodin seconded by Mike Garnich to approve with the removal of the first sentence of the second paragraph and edit we with Town of Bayview History Committee seeks, and that sign may be posted at Kiosk by Bayview Beach only. Motion carried.
HFNP update – Don Jenicek stated that the petition was not in the judges’ hands yet, that it will take some time.
Roads Report by Mike Yonan. Mike Yonan reported that they were working on culverts and that not a lot could be done with the gravel roads until it quits snowing and raining. He reported that the grader has been repaired. Road limits will be on the roads until at least May 16th. Mike checked into the Bipartidism Funds, and it is not all that good.
Payment of bills in the amount of $102,500.22. Motion was made by Bill Bodin seconded by Mike Garnich to approve payment of bills as presented. Motion carried.
Suspend meeting for 2022 Annual Meeting at this time.
Chair called the town meeting back to order.
Correspondence –
Don Jenicek reported that Paul Cegun DNR has told us that there is ash bore in ash trees near to Bayview Park.
Wanda Hyde noted that Bayfield County Forestry and Park Department has agreed to $4,500.00 in gravel for Whiting Road to the Yurt. There was no mention of paying for ½ calcium chloride on Whiting Road or $1,000 for snow plowing the Yurt. Mike Yonan will check with Jason Bodine.
Wanda Hyde reported that she had a call from Lester Lewis Town Advocacy Council to see if we would reconsider not joining that took place in December. The board stated that it was still not joining.
Board of Review date is set for June 1st, 2022 from 5-7 p.m.
Road Tour is set for May 9th 2022 at 7:30 a.m. Meet at the town garage.
Next meeting is set for May 10th 2022 at 6:00 p.m.
Motion to adjourn was made by Bill Bodin seconded by Don Jenicek at 7:45 p.m.
