Town of Bayview
March 10, 2026
Meeting was called to order at 6:00 p.m. by Chair Don Jenicek.
Roll Call: Chair Don Jenicek, present; Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present.
Others in attendance: Kimberly Bachard, John Malinoski, Mike Yonan.
Approval of Town Board Meeting Minutes from February 10, 2026: Motion made by Mike Garnich to approve as submitted; seconded by Bill Bodin. Motion carried.
Treasurer’s Report by Kelly Warren: Checking $99,434.16; Equipment $8792.16; Room Tax $14,082.01; Contingency Fund $ 34,662.64; and Tax Levy Savings $155,307.21.
Citizen’s Concerns and Comments: Kimberly Bachard is asking how the Town will re-secure the trail to stop bikes from going across her private driveway. The bikers go very fast and it is hazardous. The gates were helpful but had to be taken down—in the past there was discussion about having gates with keys provided to people who had legal access to easement. Signs? Fencing? There is still the issue of the 40- foot easement on the south side of the park. City of Washburn is extending their bike trail to Gary Road so that will make the problem worse. We need to talk about this at the Annual Meeting next month.
Review 2025 Financial Report for April Annual Meeting: Financial report was discussed. We had $86,578.07 left in checking at the end of last year.
New water filtration system for town hall—Discussion and possible action: The water treatment proposal from Cady Plumbing was discussed. The equipment won’t even fit in the room until we remove the hot water heater. Ideally, we would like a boiler/hot water heater combo but for now the existing boiler is working. Don Jenicek will call Adrien Cady and ask some question about the price. Mike Yonan will call Mike Wroblewski of Big Lake Plumbing for a second opinion. Board discussed that we must publish a Class 1 notice for any financial expenditures over $5000 but under $25,000 (over $25,000 is a Class 2 notice and must go to competitive bid).
Town Hall paint/siding and repairs—Discussion and possible action: Board reviewed pricing for three different types of siding (materials only): 36-inch painted steel–$6000; mid-grade vinyl–$5000 (lasts 35 years); and LP Expert Finish 8-inch siding–$10,000 (lasts 50 years). The LP Expert siding would look nicest and last longer than vinyl, also won’t dent if hit by rocks from mower etc., so that is what we will go with. Need to put the labor (remove old siding/install new siding and trim) out to bid—Clerk will do this in early April with bids being due by noon on the day of the May Board meeting, May 12, 2026. Mike Yonan will get Clerk the info as to how many board feet of siding we need so that info can be included in the bid. We’ll need to pick out a color.
Revise Ordinance 23-01 Establishing Special Weight Limits on Town Roads—Discussion and possible action to include Washington Avenue: We’ll revise the ordinance before the 2027 City of Washburn detour goes into effect. We’ll need to get the limit from the State first.
Town Newsletter—Discussion and possible action: Motion made by Bill Bodin to approve the newsletter with just a typo correction; seconded by Mike Garnich. Motion carried. Clerk will get Town mailing addresses from Land Records and work with Heart Graphics to get the newsletter out by the end of the month.
Houghton Falls Nature Preserve (HFNP) updates: Nothing.
Roads Report: We keep getting snow so roads crew has been busy.
Board Comments:
Discussed Norton anti-virus for garage computer. It’s over priced and we can’t seem to get rid of it as they have our credit card number. Mike Yonan’s credit card is about to expire so Clerk will get new card for him and that should take care of the problem. Windows Security should be adequate.
Discussed transportation funding resolution—we don’t qualify for this.
Supervisor Mike Garnich will not be available for the April regular Board meeting or the April Annual Meeting.
Correspondence:
Don Jenicek brought along a letter he got from the WI DNR—the DNR purchased 14.87 acres at the end of Santala Road which will be managed for conservation and public recreational use.
Miskomen LLC is applying to Bayfield County Planning and Zoning for a Land Use Permit to put an addition on an existing building at 33820 Carrier Road, Bayfield.
Payment of Bills: Motion made by Bill Bodin to approve payment of Town bills from February 11, 2026, to March 10, 2026, in the amount of $827,922.79; seconded by Mike Garnich. Motion carried. This amount includes the 2nd installment of tax levy money to Bayfield County, Washburn School District, and Northwood Technical College
Next Town of Bayview Regular Board meeting is set for April 21, 2026, at 6 p.m. with Annual Meeting to follow at 7 p.m. If needed, a break will be taken from the regular meeting to go into the annual meeting, with the regular meeting resuming once the annual meeting is completed.
