Town of Bayview
June 4, 2024
Meeting was called to order at 6:02 p.m. by Chair.
Roll Call: Chair Don Jenicek, present; Supervisor Bill Bodin, present; Supervisor Mike Garnich, present; Clerk Kim Suske, present; Treasurer Kelly Warren, absent.
Others in attendance: Mike Yonan, Paul Norris.
Town Board Meeting Minutes from May 7, 2024: Motion made by Bill Bodin to approve as written; seconded by Don Jenicek. Motion carried.
Treasurer’s Report: Treasurer was absent but clerk shared the report. Checking $16,051.00; Equipment $3397.94; Room Tax $6537.95; Contingency Fund $20,004.00; and Tax Levy Savings $74,055.44.
Citizen’s Concerns and Comments: Paul Norris asked several questions. Wondering when calcium chloride will be applied—probably next week. Mentioned that the County scraped gunk out of ditch at the side of the road and just dumped it along the road—suggested he call the County Highway Department. Getting some erosion/secondary ditch on Whiting Road—Mike Yonan will fix this.
Liquor License for 3-T Enterprises dba Good Thyme—Discussion and possible action: Liquor license application is in good order. Don Jenicek made a motion to approve contingent on payment of fees; seconded by Bill Bodin. Motion carried.
Liquor License for Valhalla Pub and Grub—Discussion and possible action: Liquor license application is in good order. Don Jenicek made a motion to approve contingent on payment of fees; seconded by Mike Garnich. Motion carried.
Assessors contract—Discussion and possible action: Tabled until next month.
Room tax committee member appointment: Bill Bodin suggested Jay Pringle fulfill this role again for the Town as he is a Town resident and owns several short-term rentals in the area. Bill Bodin made a motion to renew Jay Pringle for another one-year term; seconded by Mike Garnich. Motion carried.
Road crew mid-year pay review: Mike Garnich suggested taking a poll of neighboring towns’ road crew pay as we want to remain a competitive employer. We’ll likely hire someone to do some mowing this summer.
HFNP: None. With appellate court.
Town Board website and email system: Mike Garnich let Microsoft know that we would like to use their suggested townofbayviewwi.gov as our address. He has not heard back from them.
Roads Report: Will start applying calcium chloride next week. Been spreading gravel. Mowing to start soon. Need to unplug culverts on Big Rock Road. Setting up repairs for Maki Road.
Board Comments
Short-term rentals: Mike Garnich brought it to the Board’s attention that we cannot deny a permit for short-term rentals—we can only address the number of days that a property can be rented (i.e. rentals can be restricted to a minimum of 7 consecutive days). He noted that we do not have an income line on the budget for short-term rental permit fees. The current fee is $25 and it is a one-time fee. Other townships are charging more and making it an annual fee.
Payment of Bills: Motion made by Mike Garnich to approve payment of Town bills from May 8, 2024, to June 4, 2024, in the amount of $29,395.73; seconded by Bill Bodin. Motion carried.
Town Board meeting was suspended at 7:15 p.m. to go into Board of Review Final Adjournment meeting.
Town Board meeting reconvened at 7:18 p.m.
Correspondence
- Received notice from Bayfield County Planning and Zoning Department that they upheld a denial of a request for non-conforming use of a property in the Town of Bayview owned by Apostle Properties LLC.
- The County needs us to put up posts at Bayview Beach and Friendly Valley Beach for the purpose of mounting water-quality warning signs.
Next Town of Bayview Board meeting is set for July 9, 2024, at 6:00 p.m.
