July 9, 2024
Meeting was called to order at 6:01 p.m. by Chair.
Roll Call: Chair Don Jenicek, present; Supervisor Bill Bodin, present; Supervisor Mike Garnich, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present.
Others in attendance: Mike Yonan, Terry Peterson, Duane Potter.
Board of Review Meeting Minutes from May 30, 2024: Motion made by Bill Bodin to approve as written; seconded by Mike Garnich. Motion carried.
Board of Review Final Adjournment Minutes from June 4, 2024: Motion made by Mike Garnich to approve as written; seconded by Bill Bodin. Motion carried.
Town Board Meeting Minutes from June 4, 2024: Motion made by Bill Bodin to approve as written; seconded by Mike Garnich. Motion carried.
Special Town Board Meeting Minutes from July 1, 2024: Motion made by Mike Garnich to approve as written; seconded by Bill Bodin. Motion carried.
Treasurer’s Report by Kelly Warren: Checking $60,993.81; Equipment $3399.07; Room Tax $6540.12; Contingency Fund $20,037.45; and Tax Levy Savings $44,153.78.
Citizen’s Concerns and Comments: Terry Peterson asked about a driveway culvert that was put in on McCulloch Road which does not appear large enough and is causing problems. Mike Yonan will talk to the property owner.
Finalize Picnic Postcard: Picnic postcard was finalized and Clerk will work with Heart Graphics to get these mailed out.
Business of the Quarter—Discussion and possible action: Pub and Grub was chosen as Business of the Quarter. Bill Bodin will send them a certificate.
Short-term rental policy and permit fees—Discussion and possible action: Mike Garnich would like to see short-term rental properties be required to pay a permit fee to the Town on an annual basis with an expiration/renewal date of June 30 each year. Continue discussion next month.
Assessors contract—Discussion and possible action: Current assessors are raising their rate. Don Jenicek is waiting to get a quote back from Nordquist. Depending on that quote, we’ll consider putting out a Request for Proposals. Continue discussion next month.
HFNP: People are going into the preserve at night and camping in the parking lot. Gate will be reactivated and signs posted letting people know that the gate is on. People are leaving garbage. No news from appellate court.
Town Board website and email system: Still nothing from Microsoft. Clerk will check in with Mike at Bayfield Wireless and see if he has heard anything.
Roads Report: Mower is broken—hit a rock—and parts are on order. Clerk will check to see if there is insurance coverage for this. Dan Maki is still working on rock on FVR and fixing ditches on Bodin Road.
Board Comments
Discussed having another Special Meeting if settlement language on Board of Review lawsuit is changed.
Payment of Bills: Motion made by Mike Garnich to approve payment of Town bills from June 4, 2024, to July 9, 2024, in the amount of $38909.97; seconded by Bill Bodin. Motion carried.
Correspondence
Don Jenicek shared an email from Jim Miller of Tom Tiffany’s office as Tiffany intends to introduce a bill that would redesignate the Apostle Islands National Lakeshore as a National Park; they want us to write a letter of support. Mike Garnich shared some of the history behind the original decision to make this a National Lakeshore instead of a National Park which included maintaining the rights of Native Americans to hunt on the islands. These rights would be reduced if the Lakeshore becomes a Park so we will not write a letter of support.
Clerk shared that she was able to secure a $750 “HAVA Election Security Accessible Voting Equipment Subgrant” through the Wisconsin Elections Commission.
Clerk shared several communications from Bayfield County Zoning. Zoning has adopted mobile tower siting regulations; zoning has amended and adopted language regarding placement, appearance, and use of shipping containers; zoning has created and adopted an ordinance regarding flowing wells.
Next Town of Bayview Board meeting is set for August 13, 2024, at 6:00 p.m.
