Meeting was called to order at 6:01 p.m. by Chair.
Roll call: Chair Don Jenicek, present; Supervisor Bill Bodin, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present; Supervisor Mike Garnich, present via phone.
Others in attendance: Mike Yonan.
Town Board Meeting Minutes from December 12, 2023: Motion made by Bill Bodin to approve as written; seconded by Don Jenicek. Motion carried.
Meeting Minutes from December 12, 2023 Public Budget Hearing, Special Town Meeting of the Electors, and Town of Bayview Special Meeting to Adopt the 2024 Budget: Motion made by Bill Bodin to approve as written; seconded by Don Jenicek. Motion carried.
Treasurer’s Report by Kelly Warren: Checking $49,455.38; Equipment $396.33; Room Tax $4040.83; Contingency Fund $19,937.83, and Tax Levy Savings $429,156.83.
Clerk’s Report:
- Tax Levy worksheet completed and submitted before deadline so taxes could be mailed out.
- Cash on hand at the end of 2023 was $4805.51.
- LRIP money received and deposited and short-term loan paid off on 12/28/2023.
- Clerk is working on fulfilling two ORR.
- There will not be a February primary this year.
- Clerk completed: Mandatory Dept. of Health Services Tobacco License Holders submission (zero); PILT calculation worksheet; budget request from Scott Kluver, City of Washburn, re federal grant for air packs for the fire dept.; mandatory annual OSHA injury and illness report.
- Clerk has been busy updating many of our vendors with current tax-exempt certificates.
- Clerk completed mandatory 6 hours election training for the 2022-2023 cycle and continues WisVote and security training.
- Clerk reviewed relevant resolution and ordinance regarding why the Treasurer is no longer required to post bond as there was a question about this at the last meeting.
Citizen’s Concerns and Comments: None.
Discussion and Possible Action for Budget Adjustments: Discussion about the budget was held.
Don Jenicek made a motion to amend the budget to remove $24,609.00 from Road Rebuild expenses to make up for the $24,609.00 shortfall on the levy, bringing the Road Rebuild budget to $16,686.00; seconded by Bill Bodin. Motion carried.
Don Jenicek made a motion to take $10,000.00 to put back into the 2024 levy account; seconded by Bill Bodin. Motion carried. The Town will not put $10,000.00 into the contingency fund this year.
Bill Bodin made a motion to move $4806.00 cash on hand into Road Rebuild bringing Road Rebuild budget to $21,492.00; seconded by Don Jenicek. Motion carried.
Town Newsletter: Board will work on this in February; Clerk will send a copy of last year’s newsletter to Board to start this process.
Town Board Email System: We now have a MS Office Business Account; Clerk has new email address but needs help from Bayfield Wireless to set up and start using.
HFNP: Appeal is moving forward; first briefing will be by 1/22/2024.
Roads Report: No snow. Green Christmas. Mike Yonan was able to take some vacation time.
Payment of Bills: Motion made by Don Jenicek to approve payment of Town bills from December 14, 2023 to January 5, 2024 in the amount of $122,059.30; seconded by Bill Bodin. Motion carried.
Correspondence: Clerk shared two letters from Bayfield County Zoning—one regarding a variance that was not granted and a second letter advising the Town of the upcoming Bayfield County Planning and Zoning Committee Public Hearing and Meeting.
