Town of Bayview

February 10, 2026

Meeting was called to order at 6:01 p.m. by Chair Don Jenicek.

Roll Call:  Chair Don Jenicek, present; Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present.

Others in attendance:  Mike Yonan.

Approval of Town Board Meeting Minutes from January 13, 2026:  Motion made by Don Jenicek to approve as presented; seconded by Mike Garnich.  Motion carried.

Treasurer’s Report by Kelly Warren:  Checking $123,948.76; Equipment $8792.16; Room Tax $14,047.01; Contingency Fund $ 34,650.68; and Tax Levy Savings $961,739.13.

Citizen’s Concerns and Comments:  None.

Review 2025 Financial Report for April Annual Meeting:  Tabled.

New water filtration system for town hall—Discussion and possible action:  Mike Garnich has not heard back from Cady Plumbing.

Town Hall paint/siding and repairs—Discussion and possible action:  Discussion was held about putting this work out to bid.  Mike Yonan will measure the building and ask at Olson’s for siding materials and bring in samples for Board to look at.  Need to get bid on labor to install only, not on materials.  Put out to bid in March.

Business of the quarter—Discussion and possible action:  We would like to show our appreciation to Brad Dryer of Earth Sense Garden Center for his help at Houghton Falls Nature Preserve.  Even though his business is not quite within the Town of Bayview, he provided equipment for work at the preserve at no charge.  Thank you, Brad!!!

Insurance check up:  The Board looked over the most recent insurance policy information from Rural Mutual Insurance.  There was discussion about two new items which Rural Mutual is recommending we add to the policy–$691 for Outdoor Property coverage (which the Town does not need and won’t be purchasing as nearly everything is already covered separately on the policy) and $22 for Employee and Volunteer Worker Personal Auto (which we will add as it seems like a good idea).

Town Newsletter discussion/select dates for the Town picnic:  The Board reviewed last year’s newsletter and discussed what to update for this coming newsletter.  Don Jenicek will get an article to Clerk and Clerk will update newsletter.  Picnic date will be August 22, 2026, from 11 a.m. to 3 p.m.

Houghton Falls Nature Preserve (HFNP) updates:  Now that a decision has come down, we need to decide what to do with the preserve.  Ideas:  form a committee to rewrite management plan; give the preserve to the County; make a second entrance.  We need to find out what the people that live in this Township want to do so Don will write something up about this to add to the newsletter and we hope people will attend the annual meeting in April so that a good discussion can be held.

Roads Report:  Crew has been scraping again since it has been warm.  Roads are all good.

Board Comments:  

Mike Garnich attended a Bayfield County exercise regarding emergency preparedness/management for heat/flooding.

Mike Garnich attended a National Park Service meeting where he was asked if we want them to promote Houghton Falls Nature Preserve.  If so, they must emphasize that there is only one entrance.  Tom Tiffany’s bill to change the Apostle Islands National Lakeshore to National Park status is not making any movement but if the status changes they only anticipate a 20% increase in tourism there.

Don Jenicek went to a meeting at City of Washburn regarding the landfill.  Clay from the highway project in 2027 will be used at the landfill.  City will put it out to bid in November—they need to have proper soil for this work at the landfill.

Don Jenicek talked to Mitch from the Dept. of Transportation regarding the detour in 2027 that will go down Washington Avenue.  It is not a good route due to the lack of shoulders on the road and there is concern about how Maki Rd. will hold up.  The DOT will make any needed repairs after the detour is done; they say they have money set aside for this, but they offer no contract.  We will have to post weight limits—15 tons; State will have to post reduced speed limits.

Bill Bodin thinks we should have a donation box at Bayview Beach as in the winter there are a lot of out-of-state vehicles parking at Bayview Park.  We can’t charge a parking fee as it messes with our insurance but we could make and put out a donation box.

Correspondence:  None.

Payment of Bills:  Motion made by Mike Garnich to approve payment of Town bills from January 14, 2026, to February 10, 2026, in the amount of $ 52,480.41; seconded by Bill Bodin.  Motion carried.

Next Town of Bayview Regular Board meeting is set for March 10, 2026, at 6 p.m.

Moton to adjourn was made by Bill Bodin and seconded by Mike Garnich.  Meeting adjourned at 7:25 p.m.
