Town of Bayview
December 8^th, 2015

Meeting was called to order by Chairman Charly Ray at 6:02 p.m.

Roll Call:  Supervisor Larry Nelson, present; Supervisor Donald Jenicek, present; Chairman Charly Ray,

present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present were:

Mike Yonan, Paul Norris, Joe Johanik, Mike Garnich, Lorraine Garnich, Robert Bodin, Paul Johnson, Cary Bouchard, Butch Warren, Jennifer Croonberg- Murphy and Woody Peterson.

Minutes of November 10, 2015 meetings.  Motion to approve as presented by Donald Jenicek seconded by Charly Ray.  Motion carried.

Treasurer report was given by Kelly Warren.  Checking $30,808.10; Equipment $7,958.03; Room Tax $4,560.20 and Tax levy $9,514.32.

Citizen’s Concerns and Comments–

Karin Kozi explained the process for making Lake Superior in the Chequmegon Bay area a National Marine Sanctuary.  Meeting Monday, December 14^th, 2015 7p.m., Northern Great Lakes Visitor Center.

Speakers at this meeting will be Ellen Brody, Great Lakes Regional Coordinator for NOAA’s Office of National Marine Sanctuaries’ and Carol Bernthal, Superintendent, Olympic Coast National Marine Sanctuary. Karin is looking for a resolution supporting this project from the town.

Road Business-

Superintendent Mike Yonan stated that they had been grading roads and brushing on Niemesto Road.

Backhoe Loader  was discussed.  Larry Nelson would like more information – hours of use – leasing – renting.  Charly Ray stated that if we are borrowing less than 5% of Assessed Valuation we need not request elector’s permission.  Donald Jenicek stated that, in the past we always went to the electors.  Mike Yonan is to come up with 2-3 options for the next meeting.

5 yr. Road Plan – We did not receive a TRID Project from the County.  We are on the list for 2018-2019 for a project.  Board reviewed upcoming projects for 2016 as follows:

Friendly Valley Overlay $115K – loan  – blacktop lower 1.5 mi

Whiting Road – gravel – $10K

Smith Rd (logger route) $15K County/infrastructure

FR103/102 Patches         $2K  access

1. Neimisto – $2 K access

Houghton Falls aggregate  $17K general infrastructure  (Local Match)

Bayview Park Road – $5K gravel base

Maki Rd – West $15K gravel base

10- yr. Road Plan explained by Charly Ray.  Donald Jenicek suggested we should present this to the electors at the Annual Meeting.

Old Business –

Repeater – DSC Quote little under $6,000.  Don Jenicek made the motion to purchase and transfer funds out of Equipment Fund.  Charly Ray doesn’t support at this time.  Motion was not seconded.

Houghton Falls Management Update –Elevating existing board walk would not require a DNR Permit but be labor intensive.   The Board agreed it would be easiest to submit $500.00 permit for the existing boardwalk to WI. DNR – Alyssa Core and Charly will work together to fill out this permit. DNR will waive the $500 penalty because the town did check on this permit with DNR 6 years ago.

Charly explained what took place at the Bayfield County Zoning open session on November 19^th... The county did not waive the late fee of $250.00.  This new permit is a two part permit.  Part 1 trailhead (parking lot) and trail access was approved by  the Board.  Part 2 for shoreline grading of planned trail improvements was not approved pending a report from Zoning staff (Jennifer Croonborg-Murphy).  Charly would work with other entities and be ready for Bayfield County Zoning meeting on January 21^st.  Jennifer Croonborg-Murphy would be willing to work with us to get the correct wording on these permits.

Cary Bouchard state we should be working together with Mike Fiorio, President of BRC, to fix these issues.  Mr. Bouchard stated that the new Grant Application doesn’t co-inside with Conservation Easement and is in violation of Easement.  He presented the Clerk with a letter he wrote.

Charly Ray made a motion seconded by Larry Nelson to write a check for $250.00 to BC Zoning for the late filing fees of previous County permit.  Motion carried.

New Business –

Preserving Historic Railroad Building (ticket office) Suggestion by Paul Johnson was that he would do the preserving of this building at his place and possibly place at Bayview Park when completed.  Mark Smith has volunteered to move the ticket office.  Motion was made by Larry Nelson seconded by Donald Jenicek to approve restoration of the ticket office not to exceed $2,000 which would come out of Room Tax account.  Motion carried.

Repair of the paymaster (depot) building was discussed.  Motion was made by Charly Ray seconded by Donald Jenicek to support the restoration but without town resources to restore this building. Motion carried.  Other methods of funding for this project would be looked into and Mike Garnich would be notified within 6 months.

Bills in the amount of $16,404.00.  Motion by Larry Nelson seconded by Donald Jenicek to approve bills and sign as presented.  Motion carried.
