Town of Bayview

December 2, 2025

Meeting was called to order at 6:01 p.m. by Chair Don Jenicek.

Roll Call:  Chair Don Jenicek, present; Supervisor Bill Bodin, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present; Supervisor Mike Garnich, absent and unable to call in.

Others in attendance:  Doug Berg, Dan Gardner, Sue Jenicek, Ross Lightner, Jay Pringle, Kathleen Russell, Darlene Charboneau, Rick Charboneau, Butch Warren, Bob Bodin, Mike Hepp.

Approval of Town Board Meeting Minutes from 11/11/2025:  Motion made by Bill Bodin to approve as presented; seconded by Don Jenicek.  Motion carried.

Approval of Town Board Closed Session Meeting Minutes from 11/11/2025:  Motion made by Bill Bodin to approve as presented; seconded by Don Jenicek.  Motion carried.

Approval of Special Meeting Minutes from 11/13/2025:  Motion made by Bill Bodin to approve with one correction to attendance; seconded by Don Jenicek.  Motion carried.

Treasurer’s Report by Kelly Warren:  Checking $62,516.35; Equipment $5,791.58; Room Tax $17,317.37; Contingency Fund $ 24,628.28; and Tax Levy Savings $45,045.90.

Citizen’s Concerns and Comments:  Jay Pringle brought up that Friendly Valley Rd is getting beat up by logging trucks.  Water runs down middle of the road.  Roads crew has ditched and rocked but there is not much left to grade.  Jay says it needs gravel.

Land use permit application Douglas Berg for shoreland grading, Class A—Discussion and possible action Town Board recommendation form:  Mr. Berg is trying to control erosion with grading and rip rap (rocks).  Motion made by Don Jenicek to recommend approval of Land Use Permit Application for Douglas Berg; Seconded by Bill Bodin.  Motion carried.  Clerk to turn signed form into zoning.

Special Use Permit Application by Ross Lightner to construct and operate a second mini-storage building in A-1 zoning district on tax ID 37489—Discussion and possible action Town Board recommendation form:  Mr. Lightner would like to construct a second building.  It would be the same size as the current building. He’d like to get it done before the detour is routed down Washington Avenue.  As part of his application to Bayfield County Zoning he has indicated that the lighting needs to be/will be indirect/night-sky compliant.  Motion made by Bill Bodin to recommend approval of Special Use Application for Ross Lightner for second storage building; seconded by Don Jenicek.  Motion carried.  Clerk to turn signed form into zoning.

Approve list of election inspectors—Discussion and possible action:  Motion made by Don Jenicek to approve the list of election inspectors for 2026-2027; seconded by Bill Bodin.  Motion carried.

Town Hall paint/siding and repairs and water—Discussion and possible action:  Don Jenicek will talk to Lauren and then ask Oshner about painting.  Mike Garnich will be looking into the water/well situation.

Houghton Falls Nature Preserve (HFNP) updates:

There was an issue with a tree down on the trail on the south side of the ravine.  Mike Bunch is our representative and he cut and cleared the tree without permission.  Erika Lang wants us to work on some signage to get in place by spring.  Due to the easement issues, we could hang signs in trees only—cannot put up posts.  Neighbors are riding their bikes through.

Appellate court needed more information about the easement.  John Carlson and Rural Insurance are working on this.

Roads Report:  It was a tough week with equipment in the ditch, twice.  Broke both trucks and had to do repairs.

Board Comments:  None.

Correspondence:  

We need to start paying Town Advocacy Council dues as part of our membership in Wisconsin Towns Association unless we ask for an exemption due to financial constraints.  We will just go ahead and pay the dues which were previously optional.

Board reviewed:  DNR Order related to land designated as Forest Tax Law land—Daniel Maki is entering land into Managed Forest Land; Timothy and Wendy Galligan Land Use Permit Application for new construction of a shed Tax ID 6896; Braydon and Sarah Wiemeri Land Use Permit Application for new construction of a residence Tax ID 6474; correspondence from Bayfield County regarding Ordinance No. 2025-12, Title 5, Chapter 11 Discharge of Firearms in Certain Locations; correspondence from WI DOT informing us of Project 8510-01-02 (72) road work on STH 13 from County A in Port Wing to Bayfield-Douglas County Line in 2027.

Clerk applied for an Election Security .gov Email Domain Subgrant and received $297 for the Town.

Payment of Bills:  Motion made by Bill Bodin to approve payment of Town bills from November 12, 2025 to December 2, 2025 in the amount of $20,174.44; seconded by Don Jenicek.  Motion carried.

Next Town of Bayview Regular Board meeting is set for January 13, 2026, at 6 p.m.
