Town of Bayview
August 12, 2025
Meeting was called to order at 6:01 p.m. by Chair Don Jenicek.
Roll Call: Chair Don Jenicek, present; Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present.
Others in attendance: Mike Yonan.
Approval of Town Board Meeting Minutes from 07/08/2025: Motion made by Bill Bodin to approve as written; seconded by Mike Garnich. Motion carried.
Treasurer’s Report by Kelly Warren: Checking $22,885.50; Equipment $6,402.92; Room Tax $9,611.68; Contingency Fund $ 24,581.30; and Tax Levy Savings $44,959.99.
Citizen’s Concerns and Comments: None.
Town Hall paint and repairs—Discussion and possible action: Extensive discussion was held regarding painting versus re-siding the hall. The exterior of the building was toured. If the building is just painted, there is some repair work that must be done on the siding first. Also, the entryway needs new siding. Wheelchair ramp needs painting. Motion made by Don Jenicek to call off the painting of the Town Hall this year and instead look into having the building completely resided next year; seconded by Mike Garnich. All in favor, motion carried. We’ll focus on finishing the work in the basement this year—wallboard and paint.
COM2 Electronics Recycling Services—Discussion: COM2 sets up containers for recycling drop off in municipalities and counties with a 24-48 hour swap service once full. Discussed whether this would be a good idea for our township or how this might look. Don Jenicek will bring up the idea at the October meeting of the Bay Area Solid Waste District.
Houghton Falls Nature Preserve: No updates from the courts. Donation container has been reinstalled. Don purchased a banner to make it more obvious that the gate closes at 6 p.m. Gate was working until someone took the gate eye off. Discussed putting in internet and security cameras. Will continue discussion next month.
Roads Report: Cutting grass; not enough rain to grade roads; patched holes by bridge. Trout Unlimited has not yet gotten back to us re beavers/new culvert at Little Sioux. Poles are removed from Bodin Road except telephone pole which is leaning. Mike Yonan wants to hire someone to get rid of the clumps of dirt that were left behind and then it can be matted/seeded.
Bayfield Co. Forestry and Parks Local Comprehensive Outdoor Recreation Plan-Discussion: Plan was updated and Clerk Kim Suske will share it with Sara Hudson at Bayfield County.
Town picnic August 23 from 11 – 3 pm—Discussion: The Board decided who will bring what.
Board Comments:
Bayfield County Zoning is asking for input—should people put in applications to the Towns first before applying to Zoning. This would not be advisable as it would add a full month to an already lengthy process for homeowners. Discussed the Town setting up its own zoning—this would require a referendum and zoning referendums in other Towns have not passed.
Don sent an email to the City of Washburn administrator and assistant administrator regarding our fire contract renegotiation but has not heard back. Towns of Barksdale and Washburn will also be included in renegotiating; Mike Garnich and Bill Bodin would also like to be involved in the talks. Only other option for fire/EMS service is City of Bayfield.
Correspondence:
Clerk shared up-to-date information on all short-term rentals in the Town and who does and does not have a permit at this point. Also shared a list of who is and is not filing quarterly room tax reports. Board will ask John Carlson to send a letter to the five parties that are operating without a permit.
Clerk shared a note from a short-term rental owner claiming that according to WI statutes he does not have to work with is 3rd party payer to ensure that room tax money is being paid appropriately to the Town of Bayview.
Don Jenicek approved request by Xcel Energy for power pole replacement.
Payment of Bills: Motion made by Bill Bodin to approve payment of Town bills from July 9, 2025 to August 12, 2025 in the amount of $86,125.36; seconded by Mike Garnich. Motion carried.
Next Town of Bayview Regular Board meeting is set for September 9, 2025, at 6 p.m.
