Town of Bayview Regular Board Meeting
April 21, 2026
Meeting was called to order at 6:01 p.m. by Chair Don Jenicek.
Roll Call: Chair Don Jenicek, present; Supervisor Bill Bodin, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present; Supervisor Mike Garnich, absent.
Others in attendance: Sue Jenicek, Bob Cuty, Nicola Cuty, Deb Malinoski, John Malinoski, Tom Murphy, Al House, Roscoe Sopiwnik, Tina Sopiwnik, Mike Yonan, Carly Stephenson, Paul Johnson, Frank Woods Peterson, John Carlson.
Approval of Town Board Meeting Minutes from March 10, 2026: Motion made by Bill Bodin to approve as submitted; seconded by Don Jenicek. Motion carried.
Treasurer’s Report by Kelly Warren: Checking $74,315.01; Equipment $8,793.22; Room Tax $14,124.68; Contingency Fund $ 34,674.84; and Tax Levy Savings $125,322.72.
Citizen’s Concerns and Comments: Tina Sopiwnik is asking if she can be put on the agenda for May to discuss the issue of property tax money going directly to private schools via vouchers and whether this information could be included on future property tax bills for our Town so that there is full transparency for taxpayers. In 2024-25 this was approximately $162,000.
Roscoe Sopiwnik is asking about what will happen with the reroute when the City of Washburn has construction next summer. He was asking about the potential for additional pavement out Burlager Road. Don Jenicek said that he has been in contact with Jessica Dowd from the WI DOT and that there is no state money to further the blacktop, that there will be weight limits on Washington Avenue and Maki Road, that the detour route will be clearly marked to use Maki Road, and that he is still wanting reduced speed limits but that so far the state has not been open to changing the speed limit.
New water filtration system for town hall—Discussion and possible action: A second water sample, taken by Wroblewski Plumbing, showed even more bad stuff in our water. We need to get a second bid from him.
Review Ordinance 12-02 Revised 06/10/2013 Notice of Records Access—Discussion and possible action: John Carlson will start rewriting this ordinance as we are getting HUGE requests that are time consuming and we can expect that to continue.
Houghton Falls Nature Preserve (HFNP) updates: There are no updates as the court case is settled. More discussion deferred to the Annual Meeting later tonight.
Roads Report: Lots of grading going on and “we need to go back and put stuff in woods” that was cleared from roads after recent extreme wind storm. Need to take dump truck to Duluth for light/dash issues, and backhoe to McCoy in Ashland for new pins in bucket.
Board Comments:
Norvado will be working on hooking up the Town hall for new phones lines on April 22; phone will be switched from Brightspeed to Norvado on April 23. Norvado will be at HFNP on May 20—Mike Yonan will be purchasing a router for them to install at that time.
Clerk is asking if she can attend a Wisconsin Towns Association Spring Clerk Workshop in Grand View on May 21 at a cost of approximately $60 for the one-day meeting which miraculously is just a short drive away. Board gave her the go ahead.
Treasurer informed us that there is a new short-term rental in our town being run by Noteboom’s on their property, plus two other STR businesses are going to stop renting—Lakeside Minong at 26775 Freedom Valley Drive, and Migizi Landings LLC at 79170 Dryer Road. Kevin Thomas of Migizi Landings wrote a letter stating that all of the new Bayfield County fees, inspections, rules etc. are too difficult to manage from their home 1800 miles away.
Correspondence:
Received notice from Charter Communications informing us that they have submitted an application to the WI Dept. of Financial Institutions for a State-issued franchise. They will contact us before starting any construction.
Payment of Bills: Motion made by Don Jenicek to approve payment of Town bills from March 10, 2026, to April 21, 2026, in the amount of $ 106,513.44; seconded by Bill Bodin. This amount includes an $81,538.08 payment to City of Washburn for Fire and EMS Services as well as our second installment of twenty for the new fire truck which is being paid over 20 years. Motion carried.
Open Book will be on Monday, June 1, 2026, from 1 – 3 p.m. and Board of Review will be on Monday, June 8, 2026, from 5 – 7 p.m. (NOT from 6—8 p.m. as was mistakenly stated on the April agenda).
Road Tour is set for Tuesday, May 12, 2026, beginning at the Town Garage at 7:30 a.m.
Next Town of Bayview Regular Board meeting is set for May 12, 2026, at 6 p.m.
