Town of Bayview

April 15, 2025

Meeting was called to order at 6:02 p.m. by Chair.

Roll Call:  Chair Don Jenicek, present; Supervisor Bill Bodin, present; Supervisor Mike Garnich, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present.

Others in attendance:  Shaleen O’Krueg, Andrew O’Krueg, Melinda Olson, Paul Norris, and Wanda Hyde.

Approval of Town Board Meeting Minutes from 03/11/2025:  Motion made by Mike Garnich to approve with minor wording correction; seconded by Bill Bodin.  Motion carried.

Treasurer’s Report by Kelly Warren:  Checking $ 78709.72; Equipment $ 6401.85; Room Tax $ 8829.31; Contingency Fund $ 24,523.87; and Tax Levy Savings $ 144,735.98.

Citizen’s Concerns and Comments:  None.

Town Hall cleaning update:  Shaleen O’Krueg has taken on the role of cleaning the hall when needed.  She has been communicating well with everyone and has been doing a really nice job.

State Equipment Rates—Discussion and possible action:  Motion made by Bill Bodin to adopt the 2025 state equipment rates; seconded by Mike Garnich.  Motion carried.

Adoption of the Bayfield County Mailbox Mounting Policy (2017-10-10 Mailbox Policy)—Discussion and possible action:  Motion made by Bill Bodin to adopt the Bayfield County Mailbox Mounting Policy as the Town of Bayview’s policy; seconded by Mike Garnich.  Motion carried.

Discussion regarding McCulloch Road/Kjarvick Road/property line issue:  Clerk Kim Suske obtained survey records from Bayfield County Land Records office and the Board reviewed them.  The survey maps showed that the part of McCulloch Road along the Peterson’s field is only a 49.5′ right-of-way. The rest of McCulloch Road is 4 rods (66′ right-of-way).  Previous surveys show that Kjarvick Road is also a 3-rod road (49.5′ right of way).   Petersons can put up a fence if they want to with the understanding that the Town is not responsible if snow from a Town snowplow damages it.  Town will do a traffic count out there this summer.

Room tax permit application form, quarterly room tax report form, and room tax permit—Discussion and possible action:  Board reviewed the following that was drafted by Kim Suske, Clerk: cover letter that will be sent to short-term rental owners, new application form, revised room tax reporting form, and suggested permit.  Treasurer Kelly Warren suggested adding a statement that it is the responsibility of the rental owner to contact any third-party payers and make sure they are submitting checks to the Town of Bayview, not the City of Washburn.  Clerk has been updating the Town’s list of short-term rentals and will be working with Desi Niewinski at Bayfield County to make sure we have a comprehensive list of short-term rental owners before the packets go out.

Room Tax Committee report—Bill  Bodin:  Board reviewed “2024 Direct Tourism Expenses” information as presented by Bill Bodin.  Town of Bayview sends 70% of our room tax dollars to Washburn Chamber of Commerce.  Chamber’s expenditures need to reflect the decisions of the Tourism Committee.  Chamber spends 60% of room tax dollars on total direct tourism expenses.

Business of the Quarter—Discussion and possible action:  Don Jenicek made a motion to approve Jonas Heinzerling, owner of Oxygen Imagery, a website developing business, as business of the quarter; seconded by Mike Garnich.  Motion carried.

Houghton Falls Nature Preserve:  No updates from the courts.

Roads Report:  Western Star brakes were fixed.  Kjarvick and Frostman Roads are getting gravel.  Starting to grade roads, and Peacy Road has been graded.

Board Comments:  None.

Correspondence:  Solar contract with Bayfield Electric needs to be renewed.  Don will go ahead and sign and submit this.

 

Motion made at 6:59 by Mike Garnich to suspend the regular Board Meeting to move to the Annual Meeting; seconded by Bill Bodin.  Motion carried.

Regular Board Meeting resumed at 8:02 p.m.

 

Payment of Bills:  Motion made by Mike Garnich to approve payment of Town bills from March 11, 2025 to April 15, 2025 in the amount of $19720.92; seconded by Bill Bodin.  Motion carried.

Set dates for Open Book and Board of Review:  Open Book is scheduled for May 9 from 3-5 p.m.  Board of Review is set for June 5 from 6-8 p.m.

Set date for Road Tour:  Road tour will be conducted in the fall in October.

Next Town of Bayview Regular Board meeting is set for May 13, 2025, at 6 p.m.  Chairperson Don Jenicek notified the other Supervisors that he will be out of town on that date and will call in remotely for the meeting.
