Town of Bayview
August 10^th, 2020

Meeting was called to order at 6 p.m. by Chairman, Charly Ray.

Roll call:  Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren on vacation.  Others present:  Mike Yonan, Mary Gruhl, Cindy Dillenschneider, Jeannie Wall, Maureen Wall, Bob Cuty, Bert Kasiske, Cary Bouchard, Kim Bouchard, Mike Garnich and Susan Raasch,

Minutes of July 14^th, 2020.  Motion was made by Don Jenicek seconded by Bill Bodin to approve minutes as presented.  Motion carried.

Treasurer Report – Wanda Hyde gave report for Kelly Warren.  Checking $257,140.34; equipment $3,399.04; room tax $1,247.58; contingency fund $10,000.38 and tax levy savings $21,373.18.

Citizen’s concerns and comments –

Cary Bouchard stated that it has made a big difference with the changes at HFNP and that Ambassador  Hannah Adams was doing a great job.

Discussion took place regarding Hannah Adams, Ambassador for HFNP and how long she would be working.  Originally it was stated she would Memorial Day to Labor Day.  Don Jenicek stated that Charly Ray should offer Hannah work past Labor Day and flexible hours through September.

Hunting permit has been received for HFNP.  Charly Ray stated that this item doesn’t need to be on the agenda that the Clerk should just take care of and keep the board posted.

Discussion regarding fencing on south railroad grade at HFNP took place.

Motion was made by Bill Bodin seconded by Charly Ray that Town of Bayview supply a lockable gate at South entrance near the railroad grade to allow the Wall family entrance. Don Jenicek is opposed to this action and recommended the board table this. Bill Bodin made a motion Charly Ray seconded to table his previous motion until we get the attorney’s input.

Discussion of lease agreement between the Bayview History Committee and the Town of Bayview. This item was tabled until corrections could be made to the lease.

Charly Ray presented the document the National Geographic had presented regarding doing some filming in the Town of Bayview.  Filming would be done in the area of Big Rock Road, Niemisto Road, Washington Ave. and Oak Road.  Motion was made by Don Jenicek seconded by Charly Ray to approve and sign document with the exclusion of filming at HFNP.  Motion carried.

Road Report – Mike Yonan

Blacktopping of Maki Road should start week of 17^th.  Mike stated that someone has been camping at Bayview Beach for quite a while.   No Camping signs are ordered.  The grader has cost $6,600 for new tires.

We should be looking at replacing the grader.

Bay Area Waste District has changed their bylaws.  After review of changes, motion was made by Bill Bodin seconded by Don Jenicek to approve and authorize Charly Ray to sign documents.  Motion carried.

Charly Ray requested a pod of 6 students be allowed to meet at the town hall occasionally.    Bill Bodin stated that the students be allowed to do computer work using the towns Wi-Fi, but to clean up when done and coordinate with Wanda Hyde before use.

Discussion and possible use of remote access to meetings.  No action was taken, and Charly Ray volunteered to check out the possiblity.

Payment of bills in the amount of $38,688.79.  Motion was made by Don Jenicek seconded by Bill Bodin to approve bills as presented and sign.  Motion carried.

Correspondence

Wanda Hyde reported that she had received the paperwork from Wilderness Inquiry requesting to stop for lunch at Bayview Beach and to hike HFNP.  All paperwork seems to be in order.  Board asked Clerk to check and see where they would be launching from if they were making these stops.

 

Wanda Hyde has had a request from Debra Stickler, RN, CDMS working with David Warren on his workmen’s comp.  Ms. Stickler has asked if there are permanent restrictions regarding his shoulder injury

will the Town of Bayview be able to keep him employed?  The Board asked Wanda to tell Ms. Stickler that they cannot make this decision until they know what his restrictions would be.  At that time the Board would make a decision.

It was decided that Butch Warren be quarantined for 14 days after his trip to Sturgis.

The Board requested that Mike Yonan get job descriptions for both job descriptions from City of Washburn and Bayfield County.

Next meeting is set for WEDNESDAY, September 9^th at 6 p.m.

Motion to adjourn was made by Don Jenicek seconded by Bill Bodin.
