November 10th, 2015

Chairman Charly Ray called the Budget Hearing to order at 6:00 p.m.

Present:  Charly Ray, Chairman and Wanda Hyde, Clerk.  Others present: Don Jenicek, Kelly Warren, David Hyde, Paul Johnson, Bob Meyerson, Joe Johanik, Paul Norris, Mike Bailey, Mike Yonan, Wendy Murphy, Linda Bodin, Robert Bodin, Sue Jenicek, Steve Kreuser, Bob Cuty, Jennifer Croonborg-Murphy, and Butch Warren,

Charly explain that we had put in a grant application with Wisconsin Coastal Management Program for HFNP trail improvements.

Budget Reports were available at the sign in table.

Budget questions were answered by the town board.

Motion to adjourn the Budget Hearing was made by Paul Johnson seconded by Sue Jenicek.  Motion carried.

Special Meeting of the Electors

Chairman Charly Ray called meeting to order at 6:22 p.m.

After a discussion of 2016 Tax Levy a motion was made by Sue Jenicek and seconded by Paul Johnson to approve Bayview Town Levy at $168,161.00.  16 yes and 1 no.

Motion to adjourn Special Meeting of the Electors was made by Bob Bodin seconded by Paul Johnson.

Motion carried.

Roll call:  Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present:  David Hyde, Paul Johnson, Bob Meyerson, Joe Johanik, Paul Norris, Mike Bailey, Mike Yonan, Wendy Murphy, Linda Bodin, Robert Bodin, Sue Jenicek, Steve Kreuser, Bob Cuty, Jennifer Croonborg-Murphy and Butch Warren.

Minutes of October 13th, 2015.  Motion was made by Don Jenicek seconded by Charly Ray to approve as presented.  Motion carried.

Minutes of Town of Bayview Board of Review November 5th, 2015Motion was made by Don Jenicek seconded by Charly Ray.  Motion carried.

Treasurer Report by Kelly Warren.  Checking $26,052.41; Equipment $8,227.83; Room Tax $12,327.04 and Tax levy $9,513.93.

Citizen’s Concerns & Comments:

Paul Johnson spoke regarding 2 historic buildings, a ticket building and a Houghton Depot.  He reported that the land owner does not want to replace the roof on the ticket building.  Charly would contact local Historical Societies to see if they would be interested.  This item would be put on December agenda.

Road Business:

Mike Yonan that the crew had fixed Friendly Valley Road with cold patch, they have some brushing left to do, have been grading roads and that Big Rock Road has been repaired by Northwoods Paving.

He reported that he bought snow tires for the Ford Pickup and was looking for rims to put summer tires on so they could swap out in the spring.  He had a call from a citizen who has a bear in the culvert by their residence.

Mike noted that Wanda had received a letter from CenturyLink stating that Town of Bayview or their agents had damaged a cable at the intersection of Houghton Falls Road and N. Houghton Pt Road on May 7th, 2015.  He stated that Jeriah Erickson whom works for CenturyLink was present and this cable was not marked by the mail box where was hit and that CenturyLink had run the cable thru the culvert that the town needed to replace.  Wanda was instructed to draft a letter to CenturyLink.

5 Year Road Plan:

Charly mentioned that the Town of Bayview had applied for TRID application for Friendly Valley Road, with little hope of that happening.

Charly explained plan for 2016 roads with Friendly Valley Road being done hopefully whether we receive TRID or not.

Old Business:

Zoning and DNR permits for HFNP:  Charly has been contact with County regarding this after the fact permit.

Don and Mike Frees looked into issues.  Al House has paper work and that DNR permits were not needed.

John “G” Gozdzialski is looking into this for the township.  Jenny Croonborg Murphy, Bayfield County Zoning explained some issues regarding permits.  It had been brought to her attention by a land owner and then BC researched to see if said permits were issued.

Class B Trailhead and Shoreline grading permit was discussed.  Motion was made by Charly Ray seconded by Don Jenicek to approve permit with objection to the after the fact permit and town requests waiver of penalties and a waiver of fees for this public use project.  Motion carried.

Backhoe loader – Mike presented the Board with Specifications for a Backhoe loader.  Discussion followed regarding options, needs and usage.

Repeater – Cost of $6,000.00 (Dec. Agenda)

Treasurer Bond Resolution # 15-07.  Motion was made by Charly Ray seconded by Don Jenicek to approve and sign as presented.  Motion carried.

Parks Committee Report was reviewed by Charly Ray and Paul Johnson.

Byways Committee is looking for someone to attend meetings as Larry Nelson has not been able to attend.  Paul Johnson has volunteered to attend these meetings on behalf of Town of Bayview.

Bi-Annual picnic was tentatively set for September 10th, 2016 by Bayview Parks Committee.

Bills in the Amount of $51,115.01.  Motion was made by Don Jenicek seconded by Charly Ray to approve bills as presented.  Motion carried.

Charly reported that the Broadband that is being worked on is for Town of Washburn and Town of Bayview area.

WIFI router will be available in the Town Hall parking lot.

Rims for Ford Pickup should come out of Equipment Fund.

Pickup truck rims to come out of Equipment fund.

Next meeting is set for December 8th, 2015 at 6:00 p.m.
