Town of Bayview
September 8^th, 2015

Meeting was called to order at 6:06 p.m. by Chairman, Charly Ray.

Roll Call:  Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present:  David Hyde, Butch Warren, Mike Yonan, Paul Johnson, Wendy Murphy, Woody Peterson, Tom Murphy, Bob and Nicola Cuty, Bob and Linda Bodin.

Minutes of August 11^th, 2015.  Motion was made by Don Jenicek seconded by Larry Nelson to approve as presented.  Motion carried.

Treasurer report was given by Kelly Warren.  Checking account $57,143.69; Equipment fund $8,227.42; Room Tax $8,935.92 and tax levy account $9,513.13.

Citizens’ Concerns and Comments –

Charly Ray mentioned that there will be a work day at Houghton Falls Nature Preserve on Saturday, September 12^th from 9:00 a.m. until 12:00 p.m.

The grant that is being worked on will be with matching funds.

Dead trees at Bayview Park will be removed by the town crew.

The signage at Houghton Falls Nature Preserve needs to be re-done.

Some of the Houghton Falls issues discussed were parking, swimming, trespassing on private property.

Road Business –

Thank you card and muffins were delivered by Steve Kreuser “Appreciate the road work”.

Mike reported that he has talked with Northwoods Paving about the correction needed at both Big Rock Road and Friendly Valley Road.

Motion was made by Don Jenicek seconded by Larry Nelson to take overage on TRIP project from Road Rebuild.  Motion carried.

5 year Road plan – no changes

Fall Road Tour was discussed and not needed, the Spring Road Tour should be in March.

Old Business –

Propane for winter season. Motion was made by Larry Nelson seconded by Don Jenicek to pre-buy propane from Zifko at the cost of .99 per gallon. Motion carried.

Xcel Energy agreement HFNP for electric service at gate.  Motion was made by Don Jenicek seconded by Larry Nelson to approve and sign.  Motion carried.

Board of Review.  After talking with Doug Kurtzweil, our Assessor, he needs at least a week between Open Book and Board of Review.  Open book is set for Saturday, October 17^th 9:00 a.m. until 5:00 p.m.

Board of Review is set for Thursday, November 5^th, 2015 from 6:00 p.m. until 8:00 p.m.

New Business –

Guski Tax bills – Motion was made by Larry Nelson seconded by Don Jenicek to have the Towns attorney file in Small Claims Court.  Motion carried.  (Taxes paid 8/19/2015 by Guski)

Broadband Internet Resolution #15-05 was reviewed.  Motion was made by Don Jenicek seconded by Larry Nelson to approve and sign.  Motion carried.

Pre-view Budget process started. Went line by line, Wanda will make those changes and bring back to October meeting.

Loan Balances were discussed.

Equipment needs were discussed.  Mike Yonan will look into costs of a Backhoe – Loader for next meeting.

Zoning Permit for HFNP Parking Lot was discussed and tabled for more information.

Payment of bills in the amount of $43,001.14.  Motion by Larry Nelson seconded by Don Jenicek to approve and sign as presented.  Motion carried.

Correspondence –

It was decided to become a member of Bad River Watershed.

Next meeting is set for October 13^th, 2015 at 6:00 p.m.
