Monthly Board Meeting
September 10th, 2013

Meeting was called to order by Chairman Charly Ray at 6:02 p.m.

Roll Call:  Supervisor Larry Nelson, present; Supervisor Greg Rozier, present; Chairman Charly Ray, present; Treasurer Carol DeMars, present and Clerk Wanda Hyde, present:  Others present were: Dennis Daigle Sr; Jay Pringle; Joe Johanik; Bob Wamhoff; Paul Norris; Sue Jenicek; Sue Radtke; John Warren; Doug Summers and Paul Johnson.

Approval of 8/13/2013 minutesMotion was made by Greg Rozier and seconded by Larry Nelson to approve minutes of 8/13/2013 as presented.  Motion carried.

Treasurer Report was given by Carol DeMars.  Checking $58,605.29; Tax account $27,502.47; Equipment fund $2,230.12 and Room Tax $3,676.57.

Payment of bills in the amount of $18,560.05.  Motion to approve and pay bills as presented was made by Greg Rozier seconded by Larry Nelson.  Motion carried.

Citizens Concerns and Comments

Parks Committee review of their meeting of 9/3/2013 was given by Sue Jenicek.

Randy Rusch use of Big Rock Road with semi trailer over the weight limit was discussed.  Charly Ray would call Mr. Rusch and if that didn’t work we would follow up with a letter.

Paul Norris spoke regarding traffic counts.   Houghton Falls had 64 per day before park and 38 per day beyond park.  Maki Road from STH 13 to Washington Ave was 68 per day.  A question was raised why calcium chloride was put on Houghton Falls Road when the extra monies should be spent on Maki Road.

Charly Ray explained that placing calcium chloride on Houghton Falls Road was an effort to reduce town road crews hours spent on Houghton Falls Road.

Road Report

Freedom Valley Road from CTH H to Pub & Grub. Mike Yonan reported that he had contacted Dave Lamont WI DOT regarding how to the town would handle adding Freedom Valley Road to town road system.  Before anything could be decided that stretch of road would need to up to state standards before the town would consider taking this stretch of road over.

Big Rock Road project was presented by Greg Rozier. Short term would be to stabilize road.  Engineering Plans should be available by Apple Festival time.  Larry Nelson was working on permits for cutting trees. Bid process would begin after 1st of the year with majority of work being done after fishing season 2014. FEMA has agreed to pay 75% and 25% would be split between Town of Bayview and Bayfield County.

TRIP Project was presented by Greg Rozier who had attended the first meeting of LRIP Committee on September 5th.   It was decided to have a Special Town Board meeting to discuss our options.

Houghton Falls Road special assessments were explained by Carol DeMars.  To incorporate a special assessment to residents of Houghton Falls Road residents would have to agree 100% and the Town Board would have to approve 100%. Carol was requested to see that Al House gets a copy of handout.

Discussion of Road Survey took place.

Johnson Leino Road is in the process of being reconstructed.

Repairs to forest road (Butterfield Road) needs to be completed so we may receive the funds back on this project.  We may apply for these funds from County in January; Mike will make up as list of projects eligible for these funds and get them to Jason Bodine.

Larry Nelson reported that there is another program Federal land access using forestry roads.  He will check into this program and report back.

Road Committee – next steps is a 5 year program (will need for TRIP also).  Need to set up criteria we use to pick projects.  Paser program rates all our town roads as the same.  Motion was made by Charly Rae seconded by Greg Rozier to include Joe Johanik and Brandon Madison to Road Committee along with existing Paul Norris, Jay Pringle and Greg Rozier.  Motion carried.

Old Business –

Employee Evaluation form was presented by Larry Nelson.  Board would fill out and implement at next meeting.

Land Acquisition – Charly Ray stated that the town’s lawyer is working on a formal offer to purchase 4 acres at $20,000.

HFNP sign should be placed on Houghton Falls Road just before the nature preserve.  It was noted that the Parks Committee did not recommend putting a sign regarding HFNP on STH 13.

Xcel Energy Bayfield Loop Project’s adverse concerns regarding property owners and environment that are in the right of way of this project was brought to the attention of board by Charly Ray. Motion was made by Greg Rozier seconded by Larry Nelson to have Charly Ray draft a letter to Excel regarding issues in question.  Motion carried.

Time Cards update was reported on by Greg Rozier.  Need to review to see if would work for Town of Bayview.

Part time job opening.  Jim Maki has decided to work thru the winter.

Pavilion Fee was put on the agenda as the previous months motion from the electors was not legal.   Motion was made by Greg Rozier seconded by Larry Nelson approve a charge of $50.00 with $25.00 being returned if clean up after event has been done. Motion carried.

Wisconsin Lake Superior Byways Council needs two members from the Town of Bayview from October 2013 to October 2015.  Motion was made by Greg Rozier seconded by Charly Ray to extend Larry Nelson and Beta Bodin until 2015.  2 yes votes and 1 no vote.  Motion carried.

Contracting policies – We Should be asking more than one contractor for prices.  Road Committee could draw up a policy.

New Contract with BASWD – Charly Ray had attended the last meeting and reported that they are in the process of changing over to Eagle Waste.

Washburn Emergency Services– Wanda Hyde stated that she had made a new Ordinance #13-03 for the website with contact information changed to reflect current board.  Motion was made by Greg Rozier seconded by Larry Nelson to approve and sign.  Motion carried.

Correspondence – No action necessary.

Next Meeting is set for October 8th 2013 6:00 p.m. with Employee review 5:15 for Jim Maki and 5:30 for Mike Yonan.

Road Tour October 15th, 2013 8 a.m. and invite Chair of Road Committee.

Special Town board meeting select Town Road project for TRIP application and Employee Evaluation Form September 26th, 2013 at 7:00 p.m.
