Monthly Board Meeting
July 10th, 2012
Meeting was called to order by Chairman, Al House at 6:00 p.m.
Roll Call: Larry Nelson Supervisor, present; Charly Ray Supervisor, present; Al House Chairman, present; Wanda Hyde Clerk, present and Carol DeMars Treasurer, present. Others present: Mike Yonan, Chris Engfer, Mike and Jo Bailey, Gary Van Dyke and Jay Pringle.
Motion to approve minutes of June 12, 2012 was made by Charly Ray seconded by Larry Nelson. Motion carried.
Treasurer Report was given by Carol DeMars. Checking $40,876.20; Regular Savings $51,839.53; Tax Account $22,787.49; Equipment Fund $4,322.00 and Room Tax $3,652.89.
Motion to approve and pay bills in the amount of $14,314.96 was made by Charly Ray seconded by Larry Nelson. Motion carried.
Citizens Concerns and Comments-
Parks Committee – Correspondence from Sue Jenicek was read that she could not make it and that both Al House and Charly Ray could update board. Discussion of signage at Bayview Park between park and private property was discussed. It was noted that there is signage already in place.
It was brought to the Board’s attention that a heavy duty hammock on Cary Bouchard’s property adjoining Houghton Falls Nature Preserve was vandalized. This item will be put on August agenda.
Jay’s Tree Service will start at Houghton Falls Nature Preserve on Monday or Tuesday of next week. Al House will go over trail issues with Jay.
Chris Engfer spoke on the gypsy moth problems on Whiting Road and North. Chris is requesting the Town of Bayview write a letter regarding treatment of the gypsy moth in the Town of Bayview. Al House volunteered to talk with Jason Bodine of the Bayfield County Forestry and Mark Abeles-Allison as possible costs would be approximately $28,000.
Jay Pringle requested work be done on top half of Friendly Valley Road to keep water from running down the road. Jay also asked for signage for the pit as it is being used as a dump. Mike Yonan will take care of this issue. Jay also requested the town take care of the downed tree in the ditch on Big Rock Road.
Fall Road Tour was set for August 14th, at 8:00 a.m.
Road Report
Mike Yonan Road Superintendant reported that they have been cutting grass and replacing culverts.
Al House reported that Wanda and Mike were filling in the forms for flood aid from storm of May 24th and that we should get up to back 92% back according to Lance Berger of WI DOT. Motion was made by Charly Ray seconded by Larry Nelson to file for flood damage aid. Motion carried.
Barricades were discussed. Motion was made by Charly Ray seconded by Larry Nelson to approve the purchase of barricades. Motion carried.
Bear proof garbage containers was discussed. Motion was made by Larry Nelson seconded by Charly Ray to approve the building of bear proof garbage containers for both parks. Motion carried.
FR 102 was tabled until August.
Al House requested Mike do the form 207 for Frostman Road and see that the clerk receives a copy.
Al House reported that he and Mike had met with Tom Gordon, Mark Abeles-Allison and Harold Maki regarding damage to town roads by logging operations. Motion was made by Charly Ray seconded by Larry Nelson for Al House to compose a letter and forward to Wanda to address to Harold Maki before the next Bayfield County Forestry Committee Meeting. Motion carried.
It was also noted that there is funds for Road Improvement caused by logging. Meeting will be held in December and Mike and Al both plan to attend.
Old Business:
Town History Committee was discussed. Motion made by Al House seconded by Larry Nelson for Charly Ray to contact people and organize this committee. Motion carried.
Charly Ray reported on Stewardship Funding and that they will be doing a road trip on July 12th to discuss issues on Big Rock Road, Little Sioux and FR 102.
New Business: No new business.
Correspondence:
Collection Day at the Bayfield County Highway Department for hazardous, electronic wastes, meds and appliances will be held on July 21st, 2012 10:00 a.m. until 12:00 p.m.
Next meeting is set for August 14th, 2012 @ 6:00 p.m. in the basement.
